If the difference between the mob and the police is that the mob has standards, that seems like a worthwhile approach to try. They might be very effective, too. Just the same, it's an experiment I'd prefer to watch from the outside.

This is Chicago, just turn back the clock 100 years and enact prohibition and the Mob is something you respect and don't cross but generally keep order which they need to run numbers (lottery and scratchers), lend short term money (check cashing shop and pre-paid debit cards) and sell booze (literally everywhere). So maybe not the opportunity to make money like there used to be from order. The mob (small m) are not organized like Organized crime is - part of that is why it's become Chiraq because they got the gang bosses, broke up Cabrini Greene and spread all the mess all over the city in a wide power vacuum. A very violent sorting out who is in charge has been going on for nearly 20 years now all over the city.
