Putin claims Ukraine is planning to set off "dirty bomb"

The way I see it, what he's saying is just a parchment guarantee as long as what the state does goes without resistance.

The value added in saying such things, besides people believing it, is a complication on the international stage when the US declared war on Iraq under false pretenses precipitated with the help of the UK. It's not a very strategic advantaging, but is kind of an effective middle finger to the UN convention.
Sometimes what you say seems to make very little sense and feels almost more like a bot.

Gramatically it's OK so I doubt a lack of fluency. So machine translation perhaps, although even allowing for that sometime's I still can't make out what's being said. And sometimes the posts are perfectly clear.
