It does. The question is whether or not their actions are designed to scare people into going along with what they want - "do what we say or we might hurt you too." I believe that that's the necessary component to label someone as a terrorist. They're trying to create terror (this can make the line blurry in any individual attack, if the target is the only one they're interested in attacking or not. Whether or not that makes it any different as to how the perpetrators should be treated...)
I'd say attacking people covering your rally and commanding them to change the coverage is a good way to menace other journalists and, thereby, push the public recepiton of your political agenda.
Quite possibly but is that there goal or a side-effect of it? If you commit an armed robbery that might make other people fearful of robbery but your only goal is to steal there and then. You need to fully understand the motives in order to know for sure whether or not something is terrorism. Sometimes it's obvious but unfortunately "obvious" to some people means "superfically looks like something else so I'll lump them together."
For it to be terrorism the intent has to be "any of you might be next", rather than that just happening to be a side-effect.
