I hate to use ad populum, but, I'm inclined to go with the Americans are wrong.
Americans have a distinctly different culture compared to even most of the Anglopshere, one especially pronounced point is a higher desire for individuals to work out their issues between themselves.
Americans are a hell fo a lot more rough and tumble than your typical Westerner, fortunately they're more bark than bight when it comes down to it.

Mercy has its limits. That could be said for someone like a serial killer, but I wouldn't care, such a person is a threat to society and needs to be removed from it in the most effective way possible.
