A theoretically compelling case, but there is one fundamental core flaw here, and please don't take this the wrong way.

Mr. 45 is the one saying this. And his penchant for distorting the truth at record levels is well-known.

That being said, however, I can't see such a case of flagrant manipulation of the facts not being reported on by the MSM. Have they?

I agree that Trump suffers from frequent terminological inexactitude. And he fibs, too.

I haven't seen it contradicted elsewhere, but I don't see how the MSM would be verifying it except to ask someone Trump is in charge of.

Fair point, but I'd expect leaders of major countries to be getting tested regularly. Of course that doesn't rule out him saying "no need to test me!" and not getting tested.

I do wonder how much he distorts the truth deliberately and how much he genuinely believes. Not helped by everything being reported by journalists who love to distort the truth and people repeating what they've heard with their own distortions (which they generally believe, e.g. the whole drinking bleach thing - an idiotic distortion of something that was idiotic enough in the first place).
