The reason she was promoted was because on her return trip she ended up crippling the entire Borg Collective in a attack that the Collective has yet to recover from so the Federation gave her one of the most high-ranking position in said Federation in the hopes that she wouldn't turn on them.
The only fisable option would be to try and trick her fighting Don't Fuck With The Sisko which would kinda like trying to stop Trigon with Godzilla. It MIGHT work but the fallout of the battle between the two would likely just result everything being destroyed just as a result of these two being in the same space.
She'd find a way to turn him into Godzilla, make him his own mobile emitter and then escape to get her revenge.
