Marta was in a Federation prison for the criminally insane. The episode suggests she was some sort of black widow type serial killer, seducing people and murdering them. I doubt the Federation recognizes the supposed slavery of Orion culture as legally enforceable. This line always strikes me as an example of Early Installment Weirdness.
