Have you ever tried to fire a rifle with hair in your eyes? Not fun. It's not a question of what's acceptable, it's just incredibly impractical. It wouldn't be a problem if she tied it back. There is literally a lock of hair over her eye.
That was one thing that bugged me with Ashley too. In the first game she has it tied back but in the second it's in a style that would be blocking her peripheral vision even if it magically never shifted from movement or the wind.
Miranda has loose hair too, but it's not deliberately in her face so it doesn't bother me as much.
This comes from a very annoyed "I have to keep my hair tied back at work" place.

That will NEVER be something that will be allowed in a soldier. It only works because Shep is a videogame character who isn't actually using her eyes to see the enemy (she is using yours). Ditto for hair that can be easily grabbed by the enemy.

Military female hair styles are less strict than male hairstyles. But long hair has to be secured and never touching the collar of the uniform. It's for many reasons than just being 'uniform'. Long hair can get caught in machinery, get dipped into chemicals, or get in the away of the face. Just to name a few.
Given that few if any characters in mass effect wear helmets (especially playable characters), I think the realism argument for hair is kind of moot.

It's rare to see realism even in movies or TV shows when it comes to something as simple as haircuts.
