Chuck's being overly generous with the score of 5. The twist was the most over-used and predictable twist in science fiction; it would've been more of a surprise if the human-looking side were the good guys for once. At most, I give it a 2.

Funny, I just re-watched this review last night. I don't think I ever saw the actual episode but the review certainly gave the impression that it was a blindingly obvious plot twist. Obscurus Lupa also made a point recently: instead of just paying lip service, this should have explored Chakotay's history with the Maquis. Was he programmed to hate there, too?

But season 7 was in the later. Watching in the before with the caretaker would give you better insight.

Even when I was a kid I didn't really get the logistics of this whole operation. Were the soldiers/villagers just actors? Were they some sort of holograms? Maybe androids? Whatever they are, they clearly have the ability to recognize a new face and then remember it for the duration of the program, so it seems like they should have been able to tell that Chakotay was the same guy who they had just taken in a couple days before.
Not to the mention the whole "we have this entire planet dedicated to recruiting passersby" but how many people are really just wandering over close enough to the place in order to get shot down and inducted into the program. It's a big galaxy. Unless they've got thousands of other recruitment centers it seems unlikely to be anything but a massive waste of money/resources. Neither species gave the impression that they were part of any sprawling empire. The existence of one, much less two would be extremely unlikely anyway as at this time Voyager was still well inside the Borg's sphere of influence.
