Section 31 was a fictional organization to test Bashir's loyalty to Federation ideals, not something that actually existed in-universe. But it provides so much scope for drama that the people who reject the utopian idealism of the series can't leave alone...

The Section 31 of the Star Trek Reboot and of Discovery are in absolutely no way the same thing as what we saw in DS9. They went from the Men in Black to an open army with fleets and bases. I do think it's mad that to this day that the best use of Section 31 in Trek to date, and yes I'm counting the first DS9 ep with their introduction, was in a Voyager book of all things. You know that random ensign that got experimented on to death in Scientific Method? Book reveals her to be a member of section 31, effectively making her a 'what if Seska was a lot more sensible' in at least about not hooking up with the kazon if not perhaps anything else. Mainly as something she sets in motion pre her death, not unlike Seska in Worst Case Scenario, complicates matters later when Voyager run into an interesting exploration of the colony ship concept.
TOS one in the same series was okay but barely featured Section 31, and was more playing around with some other Trek continuity in a hey lets tie some stuff together kind of thing. The DS9 one was truly, truly dire. Basically Section 31 sending Bashir to deal with a wannabe Khan and it was about as devoid of creativity as that sounds. Was the main reason why I gave up on the season 8 book canon which it was also part of if I remember right. Apparently the TNG one was even worse.

It’s also something consistent between superpowers, to have a department that conducts extralegal affairs.

If Bashir showed signs of approving of a secret organization that answers to no one and does lots of nasty 'necessary' things, the people testing him would know that he really thought Federation ideals were absurd and longed to be free of laws and social constraints. It was no more a reality than the holosimulator he was put into to check his loyalties.
That changed, very quickly, when people realized what an 'interesting' subversion of Trek's ethos Section 31 could be.

I doubt it. There were only up to several episodes with Sloan. It didn’t become an ongoing plot thread until Enterprise. Starfleet confirms to Sisko that Section 31 is real at the end of the same episode that introduced them.

We also learned Section 31 (or at least its progenitor) had existed since the days of United Earth in Enterprise. Reid was a member.
as for Section 31 having assets and bases, that puts them on the same level as the Tal Shiar and the Obsidian Order. They would be less well-known than their Romulan and Cardassian counterparts because they are not wielded against the Federation citizenry.
