Unless otherwise stated, you should assume that colony planets in Star Trek only have the population of a small town. Certainly, whenever we get to see one first hand, that's about as big as they seem to get. So evacuating those planets should really only require moving a few thousand people. As for the moral component of making them give up their homes, eminent domain is a thing, and given they're from a society that's supposed to have moved beyond valuing material goods for their own sake . . .
