Did you see Officer Fuckwit jerk him around? That's called "resisting arrest". Any action taken to oppose your arrest is resisting arrest. So if you're yanked backwards off the sidewalk, stumble backwards, and your hands (that are behind your back) leave the hands of Officer Fuckwit or come out from behind your back, you're resisting arrest. If you fall down, you're resisting arrest. If you hold yourself against the pull, you're resisting arrest.
Fortunately officer fuckwit chose to argue with them because officer fuckwit clearly has six brain cells, and decided to announce he was breaking the law with the arrest. A competent officer can shut up, arrest you, then charge you with resisting arrest. Officer fuckwit also did decide to do an illegal search and seizure to follow it up - which he could have done by arresting them and taking the backpack and done it at the station.
As it is, he's mouthed his way into a five figure lawsuit and a two week suspension with pay. Because boy, that's an illegal arrest according to his own account - which he didn't have to give. Talking doesn't earn you points, but when the cops are on camera that goes for them too.
So basically:
1) Smart and mean cops don't have to break the law that way. They can do it in much more subtle ways.
2) Cameras won't protect you if the cops are smart. If the cops are dumb though... woo boy. That guy has the IQ of a potted plant. They've gotten so used to breaking the law they don't even pretend to be following it anymore.
3) How do I know there will still be people defending this cop? Well...

Maybe he did and this video just shows the part of the happening that is convinient to the narrative of the poster? It's unlikely, but blind trust in any video, picture or witness-account is a grave mistake. In this day and age more than ever before.

The cop claimed to arrest him for "failure to disperse." Failure to disperse, in PA, requires a gathering who are being disruptive, destructive, or breaking the piece, and the gathering size has to be a minimum of three.
That's what I mean about the cop being a moron. A smart piece of shit would say nothing. But because he gave the reason and it's bullshit, there's a payout. It's just too fucking obvious.
Of course the piece of shit played the "resisting arrest" game too, so maybe that gets that shut down. Honestly I'm so tired of that fucking charge, I'd support taking it off the books. Or at least VASTLY restricting the cases it's used in. Resisting arrest means nothing more than "we don't like you" which shouldn't be a crime in America.
