I liked the episode where his friend tries to hustle him. It's a good balance of dramatic acting from that one episode and just anything else I guess.

Neelix is just a bad part of a badly done show....maybe the worst. Voyager made a lot of bad calls, and having an alien guide cook goofball is close to the worst, right after "boring new space", "the split crew" and the "always perfectly repaired ship".
Neelix as a guide was always a poor idea. Star Trek is about the "cold" meeting of aliens and weird things: a good half of all Voyager and all Star Trek have this plot. So a guide is odd and does not fit. Whole episodes have been done with the dumb misunderstanding: like a human says "hi" and the aliens go to war as "hi" is "we will kill you" to the aliens. But if you have a guide they just say "oh don't say hi" and no story.
Neelix and Kes was also used to be the everyman/viewer. Just look at all the episodes where someone explains something to them...and the viewers at home. This is always a bad spot for a character.
Then comes the bad comic relief, as all the crew are so dull and boring. But it's all bad comedy and at best filler. Like the bad joke that got old after one show that Neelix is a bad cook. Neelix should have just said "well then cook your own food or starve whinny Starfleet jerk". It also has the Bully problem. The Starfleet people SHOULD be good people and not say mean, evil, vile, nasty things like bulling and taunting Neelix. And it's only ten times worse as they "pretend" to laugh it off: "Oh Neelix you are the worst cook ever", but "oh I did not mean that Yuck yuck yuck". Of course the person being attacked and bullied will never think it's "ok and so funny".
