Nah, 40k is definitely grimdark. That universe has no hope and their war is eternal and never ends.
Game of Thrones is grimdark, since not a single character ever catches a break for more than a few minutes. Ever. Berserk is grimdark, especially the manga. The Broken Empire by Mark Lawrence, Second Apocalypse books by R. Scott Bakker and Manifest Delusions by Michael R. Fletcher. All of them are darker than dark.
Discovery is dark. It's not grimdark except by squeaky clean Trek standards. Picard is nowhere near dark, its grey, casting shadows on the light.... though that one surgery scene being on-camera was definitely uncalled for.

Yup, so far I always only percieved Section 31 has kind of a former agency gone rogue. They may have been sort of an intelligence agency of Earth's Starfleet at some point, that existed into the time of the founding of the Federation. Maybe they were closed down, as their services were not congruent to the Federation Charter, but they kept on going due to people not being completely blind-sided by the Federation ideals at the time and thus had enough support to keep going, except underground. And it kept going as the clandestine organization it is presented as in DS9.
I wouldn't call the S-13's un-canonized but it's more believable that they became public to Starfleet command but highly pre-date them before humans and vulcans contacted. Maybe they were old-world neo-nazis under a different name and are manipulating every government from Starfleet's ignorance? You can't kill the old-world enemies unless you embrace them as kin and create a clean slate.
Soon we may be at best biological genocide or the very least ECONOMIC genocide of the human race when WW3 happens.
