I'm not sure it stands for anything here, if you mean as an abbreviation. It is a reference to a term that means Non-Player Character, and is used as an insult to people who blindly repeat points without careful thought, mostly those on the left. For applicability to this instance, see the rest of my earlier response.

For some reason it strikes a nerve on occasion.

I feel like NPC is one of those things that got adopted by red-pillers. I admittedly haven't really encountered anyone that used it though.
