There is no shortage of Reagan revisionism on both ends of the spectrum. He was considered far right then, he'd be on the moderate side of the GOP today. He spent 1978 campaigning against the Briggs Initiative, a position that would kill his national ambitions in today's Republican party. As president he signed the US on to the Montreal protocol, gave amnesty to millions of illegal immigrants, and picked a pro-choice justice for the Supreme Court as his first appointment. None of those things would even be considered by a Republican now.

It is a reference to a term that means Non-Player Character, and is used as an insult to people who blindly repeat points without careful thought, mostly those on the left.
